As part of the Interreg Project LASPEH 2.0, the Protection and Preservation of Natural Environment in Albania (PPNEA) is leading the development and implementation of a Conservation Plan and concrete conservation activities to protect the little tern (Sternula albifrons) in the Narta and Karavasta Lagoons.
Within the framework of aligning nature conservation planning with the EU Nature Restoration Law and improving the management effectiveness of Natura 2000 and protected areas, PPNEA is seeking a qualified expert or team of experts to prepare a comprehensive, science-based Conservation Plan for the species.
Background
LASPEH 2.0 aims to develop Conservation Plans on priority habitats and species in the Southern Adriatic in line with the EU Nature Restoration Law. The process will include:
- Identifying gaps in the management and implementation of Natura 2000 sites and protected areas;
- Assessing existing national and EU legislation and procedures related to nature protection;
- Enhancing preservation levels, technical documentation, and conservation performance in participating regions;
- Collecting new field data (where necessary);
- Organising local technical seminars with experts and stakeholders to define and validate conservation measures;
The Conservation Plan for Sternula albifrons will be done in line with these overall objectives. It will contribute to the creation of a Joint Strategy for the conservation of species and habitats in the South Adriatic.
Expert Responsibilities
- Conduct a desk review of:
- Existing literature, monitoring data, and research on Sternula albifrons;
- Relevant EU Directives (Birds Directive, Habitats Directive), the EU Nature Restoration Law, and national legislation;
- Current management plans and conservation measures in relevant protected areas.
- Assess:
- Current conservation status of the species in the target area(s) in Albania;
- Key threats and pressures;
- Gaps in management and enforcement;
- Socio-economic factors affecting conservation.
- Develop a Conservation Plan including:
- Conservation objectives (short-, medium-, and long-term);
- Specific, measurable actions;
- Monitoring framework and indicators;
- Stakeholder engagement strategy;
- Budgetary and implementation considerations;
- Risk assessment and mitigation measures.
- Participate in at least one local technical seminar/workshop to present draft findings and integrate stakeholder feedback.
- Deliver a final Conservation Plan
Deliverables
- A detailed analysis of the relevant legislation and the current status of the species, including the institutional framework and the main challenges in implementation;
- Draft Conservation Plan;
- Presentation at stakeholder seminar;
- Final Conservation Plan (revised and validated);
Duration
The assignment is expected to last 3 months, starting upon contract signature.
Required Qualifications
- Degree in biology, ecology, conservation biology, ornithology, or related field;
- Demonstrated experience in developing species conservation plans;
- Knowledge of Albanian and EU environmental legislation (Birds Directive, Habitats Directive, EU Nature Restoration Law);
- Experience in stakeholder consultation processes is considered an asset.
