Call for Regional Networking and Dialogue on the Green Agenda for the Western Balkans

The Regional Cooperation Council (RCC), the body responsible for coordinating the development and implementation of the Action Plan for the implementation of the Sofia Declaration, has expressed interest in establishing a more regular and structured dialogue with civil society organizations regarding the implementation of the Green Agenda for the Western Balkans. In this context, the Belgrade Open School, the CEE Bankwatch Network, and the CAN Europe Network have been invited to propose a model of cooperation and modalities for involving civil society organizations in this process. As a first step, we would like to assess the interest of civil society organizations in participating in a CSO Coordination Group that would serve as a platform for dialogue with the RCC. The aim of the group is to facilitate information exchange, coordination of positions, and joint participation in discussions with the RCC, in line with the capacities and interests of the organizations involved. Interested organizations may:
- express interest in actively participating in the work of the Coordination Group, or
- apply to receive regular updates on developments related to the Green Agenda.
Due to the lack of clearly defined regional processes in the current year, the expected time commitment is not precisely defined at this stage, but is tentatively estimated at approximately one online meeting per month. We invite all interested organizations to complete a short ONLINE FORM no later than 30 January 2026. The Sofia Declaration on the Green Agenda for the Western Balkans, adopted in 2020, represents a strategic framework through which the economies of the region committed to the European Green Deal, with the aim of reducing greenhouse gas emissions, protecting the environment, and transitioning to a sustainable, low-carbon economy. The Green Agenda is based on five key pillars and is implemented through an Action Plan. Following five years of limited progress, a revision was carried out in 2025 and a revised Action Plan with 41 measures was adopted. Although recommendations from civil society were included in the revised Action Plan, the consultation process with civil society was not inclusive and was not open to a broader range of organizations.
