Open Call for Service Providers for Tropoja Municipality: Implementation of Restoration Actions in Pashtrik-Morina

Protection and Preservation of Natural Environment in Albania (PPNEA) invites proposals from qualified service providers to implement restoration actions in the Pashtrik-Morinë area as part of the “Northern Forest Initiative: Forest Restoration in North Macedonia and Albania” project. Coordinated by IUCN and funded by the Swedish Postcode Lottery Foundation, the project aims to restore degraded forest landscapes in the municipalities of Has and Tropojë.

Scope of Work

The selected service provider will be responsible for implementing the Forest Landscape Restoration Design for Has Municipality. Key responsibilities include:

  1. Bioengineering Measures
    Construction of brushwood check dams to mitigate soil erosion, following the "Forest Landscape Restoration Design" and permits approved by the municipality and National Forests Agency.
  2. Afforestation Activities
    Planting native species, such as chestnut, linden, poplar, and black pine, including the purchase of materials and their donation to Tropoje Municipality in order for the latter to take care of the aftercare works for two years.
    Securing the necessary planting materials.
  3. Pasture Improvement
    Improving pasture strictly following the "Forest Landscape Restoration Design" and permits approved by the respective municipality and National Forests Agency.
  4. Clearing and Thinning of Young Forest Areas
    Forest thinning and clearing in selected parcels to enhance regeneration, by strictly following the “Forest Landscape Restoration Design” and the permits approved by the respective municipality and National Forests Agency.
  5. Community Consultations
    Organizing consultative meetings with local communities, if needed, in close collaboration with PPNEA.

Eligibility and Requirements

Applicants must meet the following criteria:

  1. Experience
    Proven experience in similar nature restoration projects.
  2. Human Resources
    Ability to hire and supervise local human forces to implement actions.
  3. Materials
    Ability to source local construction and planting materials (e.g., seedlings, seeds, wood from oak thinning, stone, etc.).
  4. Legal Compliance
    Compliance with Albanian forest laws and other relevant standards.
  5. Timeline
    Ability to mobilize quickly and execute tasks within the specified project time frame.
  6. Coordination
    Strong coordination skills with local authorities and stakeholders in Tropojë.
  7. Legal Entity
    The service provider must be an active legal entity at the time of application.

Application Requirements

Interested parties must submit the following documents:

  1. Entity Legal Status Evidence (e.g., court certification).
  2. Reference List of Similar Projects/Interventions (Entity CV).
  3. CV of the Entity's Legal Representative or the person in charge of the work implementation.
  4. Expression of Interest: A signed document by the head of the entity/contact person.
  5. Technical Narrative Document: Explaining the approach to the project, each of the criteria stated below, and other relevant information.
  6. Timeline: A detailed timeline for the delivery of activities (June – November 2025) in Excel format.
  7. Workplan Forms.
  8. Proposed Budget: An itemized budget in Excel format. (Should not exceed the total amount of 2,992,240 ALL).

Selection Criteria

Proposals will be evaluated based on the following detailed point-based system:

*A maximum score of 100 points can be achieved. Proposals scoring below 50 points will not be considered.
